Reconfirming its respect to the UN Charter, the 1948 Universal Declaration of Human Rights, the 1950 Convention for the Protection of Human Rights and Fundamental Freedoms, the 1966 International Covenant on Civil and Political Rights, the 1995 Framework Convention for the Protection of National Minorities, the 2007 UN Declaration on the Rights of Indigenous Peoples;

Proceeding from the Statement of the Verkhovna Rada on Guarantees of the Rights of the Crimean Tatar People Within the Ukrainian State;

Noting that the adherence to human rights and fundamental freedoms is a basic fundamental duty of each state, while their violation is inadmissible and should be unanimously condemned by the international community;

Condemning the illegal occupation by the Russian Federation of the Autonomous Republic of Crimea and of the city of Sevastopol, and large-scale, targeted and systematic violations of human rights and fundamental freedoms committed by the Russian occupational government in the territory of the Crimean Peninsula, including those based on national grounds, in particular, of the rights of Crimean Tatars as indigenous peoples of Ukraine, and of the rights of representatives of other national minorities;

Reconfirming Ukraine’s respect for norms of international law and commitment to the principles of protection of indigenous peoples and national minorities;

Taking into account regular reports by the Office of the United Nations High Commissioner for Human Rights, the report of the Special Mission of OSCE Office for Democratic Institutions and Human Rights and OSCE High Commissioner on National Minorities, and the report by the Council of Europe Commissioner for Human Rights based on the results of his visit to Ukraine in September 2014, as well as monitoring reports by Crimean Field Mission on Human Rights, which established numerous facts of systematic violations of human rights and basic freedoms in the territory of occupied Crimea;

Reminding of the recognition by Ukraine of Crimean Tatars as indigenous people of Ukraine;

Expressing its indignation against the facts of numerous and systematic violations of rights of Crimean Tatars in the territory of occupied Crimea by the Russian Federation;

Honoring the memory of innocent victims of criminal deportation of the Crimean Tatar people committed by the Communist totalitarian regime on 18 May 1944, as well as of the victims of illegal acts by the Russian occupational government in the Autonomous Republic of Crimea and the city of Sevastopol in 2014 and 2015;

Condemning the deportation of Crimean Tatars committed during the Soviet period and presently;

Underlining the inadmissibility of commitment and toleration of crimes against humanity conducted in the center of Europe by a Permanent Member of UN Security Council;

Expressing its alarm as regards the non-admission, by the Russian occupational government, of international monitoring missions in the sphere of protection of human rights, rights of indigenous peoples and national minorities, to monitor the situation in the Crimean Peninsula;

Turning attention to the need for support and protection of Crimean Tatars from illegal acts of occupational government in the Autonomous Republic of Crimea and the city of Sevastopol,

The Verkhovna Rada of Ukraine:

Demands that the Russian Federation stop immediately the policy aimed at violation of human rights and fundamental freedoms in Crimea as inalienable part of Ukraine’s sovereign territory, including the rights of Crimean Tatars as indigenous people of Ukraine;

Demands from the Russian Federation to halt the practice of abductions, illegal detentions and imprisonments, prohibitions of entry to the territory of the peninsula for representatives of Crimean Tatar people, violations of freedom of speech and mass media, limitation of freedom of religion and interpretation of any democratic manifestations of dissent as extremist actions;

Calls on the international community to condemn the forced deportation of Crimean Tatars conducted by the Communist regime of USSR on 18 May 1944, as well as the present day actions of the Russian Federation aimed at violation by it of the rights of the Crimean Tatar people as the indigenous people of Ukraine;

Calls on all world leaders and respected public persons to take necessary steps to protect Crimean Tatars from discrimination and prosecution by the Russian Federation;

Calls on international community to exert pressure on the Russian Federation as the party that, since the time of illegal occupation of Crimea, by all means violates the rights and freedoms of Crimean Tatars in the Autonomous Republic of Crimea and the city of Sevastopol, and to facilitate the resumption of activity of international missions monitoring human rights in Crimea;

Calls on the international community to make every effort to restore the rights of M.Dzhemilev, R.Chubarov, I.Yuksel, S.Kadyrov to live in their native land, enter Crimea without hindrance and perform their functions of leaders and representatives of the Mejlis of Crimean Tatar People;

Considers that prevention of interference of occupational government of Crimea into the activities of representative bodies of Crimean Tatar people – the Qurultay and the Mejlis of the Crimean Tatar People, elected in accordance with UN Declaration on the Rights of Indigenous Peoples, as well as of actions aimed at elimination of freedom of speech in occupied Crimea, primarily the closure of ATR, the only Crimean Tatar TV channel, are common goals for all members of international community sharing universally recognized values and respect for human rights;

Demands that the Russian Federation ensure the return to Ukraine of Khaiser Dzhemilev, son of the leader of Crimean Tatars Mustafa Dzhemilev, free from illegal arrest and deprivation of liberty Deputy Chairman of the Mejlis of the Crimean Tatar People Akhtem Chiygoz, civic activists Ali Asanov, Mustafa Degermendzhi, Eskender Nebiyev, Talyat Yunusov, halt immediately the practice of criminal prosecution of activists of the Crimean Tatar people under bogus accusations;

Demands that the occupational government in the Autonomous Republic of Crimea ensure unhindered access of international missions monitoring human rights and rights of indigenous people and national minorities to the territory of the Autonomous Republic of Crimea and the city of Sevastopol for the purpose of permanent monitoring and observation of the situation in the sphere of protection of human rights and fundamental freedoms in the Crimean Peninsula;

Calls on the international community to condemn repressive actions by the Russian Federation in the occupied Crimea aimed against human rights and freedoms, to display unanimous solidarity and increase pressure on the Russian Federation in order to restore Ukraine’s jurisdiction within its internationally recognized borders.
