Ministry of Foreign Affairs of Ukraine strongly condemns the act of vandalism that took place on the night of August 9, 2015 in Donetsk, due to which the OSCE Special Monitoring Mission vehicles were destroyed and damaged.
We consider this act to be another attempt of pro-Russian militants to intimidate international monitors and force the OSCE SMM to stop registering militants’ violations of the Minsk agreements.
In Ukraine we believe that the SMM, deployed in Ukraine following the consensus decision of all 57 OSCE participating States, plays a key role within the framework of the Minsk agreements by monitoring and verifying the ceasefire and withdrawal of weapons.
In this regard, we emphasize the unacceptability of any steps that can threaten the safety or restrict the activity of observers. We are calling on all Minsk agreements signatories to respect the OSCE SMM mandate and provide it with free and unimpeded access to the entire territory of certain districts of Donetsk and Luhansk oblasts, including all sections of the Ukrainian-Russian border.
